Building a Secure AWS Foundation for a Regulated Utility's Legacy Migration

A large North American electric and gas utility runs enterprise asset-management and geographic information systems that keep field crews, maintenance schedules, and regulatory reporting connected across a multi-state service territory. Migrating those systems into a regulated cloud environment left no room for a failed cutover or a governance gap an auditor could flag. Working with Redapt, the utility built a secure, multi-account AWS foundation — including a dedicated GovCloud environment — engineered to carry the migration without disrupting operations already running at scale.
Turning Challenges Into Opportunities

From Ad Hoc Cloud Builds to a Governed Foundation

The utility's cloud footprint had grown through disconnected efforts — a landing zone here, a compliance workaround there — with no single foundation able to support both commercial workloads and the stricter controls a regulated environment demands. Migrating core systems onto patchwork risked schedule slips and audit findings alike.

For utilities and other regulated operators, a cloud foundation isn't just infrastructure. It's the control plane auditors and regulators will eventually test — get it right once, and every migration that follows moves faster and safer.

1
The Problem
The utility needed to migrate its enterprise asset-management platform and geographic information systems into AWS, but its existing cloud footprint hadn't been built to the dual standard the migration required: governance strong enough for a regulated utility, and flexible enough to run commercial and government-cloud workloads side by side. Without a unified foundation, each new migration risked repeating the same governance gaps instead of closing them.
2
The Solution
Redapt's cloud architects and DevOps engineers embedded with the utility's technical team to design and build multi-account AWS landing zones — including a GovCloud environment — with identity, network, and compliance guardrails established before migration work began. Rather than a single fixed-price deliverable, Redapt staffed the engagement as an ongoing architecture and DevOps practice, sequencing foundation work ahead of the asset-management and GIS migrations it was built to support.
3
The Outcome
The utility now operates a governed, multi-account AWS foundation designed to carry regulated workloads without a one-off compliance scramble for every new system that lands on it. Its asset-management and GIS migrations proceed against landing zones built for audit readiness from day one, rather than retrofitted after the fact. The landing zone build itself is now complete; embedded AWS architecture support continues alongside it, extending the same foundation to future migrations. Once Maximo and the GIS environment run on this foundation, the utility no longer provisions, racks, or maintains physical servers for either system — that hardware and lifecycle responsibility shifts to AWS by design, not by aspiration.
SOLUTION DEEP DIVE

Engineering a Foundation Before the Migration

Redapt provided embedded AWS architecture and DevOps engineering to design and stand up the utility's cloud foundation ahead of two enterprise system migrations.
what the company needed
Multi-Account Landing Zone Design
  • Designed a multi-account AWS landing zone with identity, network, and security guardrails established before workloads moved in
  • Stood up a dedicated AWS GovCloud environment alongside the commercial landing zone to support workloads with stricter regulatory requirements
  • Documented account structure and guardrail configuration so the utility's own team could operate and extend it independently
what the company needed
Migration-Ready Cloud Infrastructure
  • Built cloud infrastructure to support migration of the utility's enterprise asset-management platform onto AWS
  • Extended the same foundation to support a parallel migration of the utility's geographic information system environment
  • Sequenced infrastructure delivery so each migration wave had a validated landing zone in place before cutover
what the company needed
Embedded Architecture and DevOps Practice
  • Staffed embedded AWS architect and DevOps architect roles alongside the utility's internal engineering team
  • Maintained continuous delivery across multiple work orders rather than a single fixed-scope engagement
  • Applied consistent architecture standards across each new work order to keep the foundation coherent as scope expanded
THE OUTCOMES

Foundation Built, Migrations Underway

The utility operates a governed AWS foundation designed to support current and future regulated-workload migrations without rebuilding governance each time.

Regulated Cloud Readiness

A dedicated GovCloud environment gives the utility a compliant landing zone for workloads that require stricter regulatory controls.

Governance Built Before Migration

Identity, network, and security guardrails were in place before the asset-management and GIS systems began moving into AWS.

Continuity Across Work Streams

The same architecture foundation now supports migrations across separate enterprise systems rather than a one-off build.

Internal Team Enablement

Landing zone documentation was delivered so the utility's own team can operate and extend the foundation going forward.

CONCLUSION

A Foundation Built to Carry What's Next

The utility's AWS foundation now carries more than the systems it was originally built for — each new migration inherits governance instead of rebuilding it. If your organization is weighing a similar move into a regulated cloud environment, Request an Architecture Review — a structured look at your current design, the risks in your migration plan, and what a resilient foundation would need to hold before you commit.
